1. legalize marijuana

2. mandatory vo-tech training beginning in 9th grade for those not taking "college courses"

3. for a woman to receive money from the Govt. she must first be either married or receiving child support from some man

4. social security reform, most people don't realize that welfare isn't really the problem, it is SS, they receive disability checks, with no real disability, and they never stop coming

5. police presence needs to increase in these neighborhoods. If that means increasing the size of the police force then do it


ultimately it is going to take a complete change in culture
