Part of the problem with roster ratings is that because of the way the dynasty mode works, you can't really rate true freshman/sophomores as high as they should be sometimes because they will end up being 99s when they are seniors. Or that is the thinking at least.

All 4 of our returning starting LBs have at least an 88 overall.
