Let them make the first move. If anything is in the air we can take it out pretty quick then launch an all out attack on them with no international pressure to withhold from doing so.

Nothing. The Koreans have zero capability of launching long-range nukes at us successfully. They know it, we know it and the world knows it. Even if they could, they know it would take fifteen minutes to wipe them off the face of the earth.

At the continental US this is true but what about bases in Japan, and S.Korea?
Say N.Korea Un'ed out and hit bases in Japan and S.Korea... and attempted to hit Guam. What would our response be? Nuclear or conventional?

This. None of the missiles NK has are really any threat. They have yet to prove that they missiles with the range or accuracy required to be threatening. And if anything does come close, we have missile defenses set up that are more than capable of dealing with whatever NK throws our way.
Plus, if they strike first we might be able to pressure China into doing something about it.
