I personally think that he is a good hire and will within 3 years have Tenny in the SEC championship game from the east. Anyway JMO.

The first answer is to say, "Hell no! Frack you vols. I hope you go o-fer for the next hundred years.
The correct answer: No way to know. It depends on recruiting and player developement. He seems to be a decent enough coach where he has been, but does his style and system translate to Tennessee? I doubt he has a Kevin Sulim first year unless he has a secret redshirt weapon on the practice squad playing wide receiver that translates into the perfect qb for his system.
Hmm, probably not, but maybe? 
Oh, vols suck!

He'll be there 4 years, UT won't go bowling for 2 of those and after 2017 UT will look for a new coach. No East title. USCe will replace UT as an Eastern representative of the Big Six without winning a conference title...simply because they aren't a joke.

who's to know but even though this isn't what UT wanted in terms of a home run, there is no denying that the man can coach. He is now in a different world and imo, it will depend on how well he and his staff will be able to recruit. If he can keep getting in the talent that UT has historically been able to get, then I think he will be able to compete for the east, in the least. Either way, this can't be no worse than what just left Knoxville.
