Yes there is an easy and realistic cure. Stop the people from shipping the crap into our country. Poof people are not getting “high” or dying from the drugs. Cartels do feed that demand so exterminate the cartels. You mentioned killing the users that created cartels. If they do not have the drugs are they “users anymore”. If they break the law to stay a user there are laws to deal with them.
