If teams are able to offer 32 full scholarships, then that would cull the Fullerton types. They would be regulated to "FCS" in baseball.

Fullerton, Long Beach State, UC-Irvine, and other schools like that being able to offer a full ride would be able to curb some of the housing struggles these players find when trying to find housing in California.
In some cases it’s cheaper for the California kid to go out of state than it is to stay and play in California
