The ATV guys shouldn't be riding on the road. The cop should have not pulled out in front of him, what did he think was going to happen? Possibly killing someone isn't worth the crime of illegally driving an ATV on the road.

The ATV driver was traveling at a high rate of speed, unable to quickly stop, and was headed towards bicyclists and pedestrians.
Would you have preferred the ATV driver plow into a bunch of innocent people?
