It is like Drunken tiger said. It adds water to the chemical and helps transmitting it to the plant. Basically, how spraying too low of a GPA won’t give you the best results. When there is dew it is like spraying at a higher gpa and better surface coverage.

The only time it is an issue is if it is excessive and the chemical runs off the plant and plus any animal that walks through it will basically wipe the chemical off. Just how you can see a trail in heavy dew from where you or an animal walked. Your tire tracks could also not allow full coverage.
