That’s not how it works. The map on the petition is final. Those annexations are null and void.

The map does not include the Mall of Louisiana, L'Auberge Casino and Siegen Marketplace, because those were annexed before the 2nd petition window.
The rest of them that waited until the 2nd petition effort or the passed vote and suddenly wanted out while StG was in litigation? Absolutely. But the stuff Kip got locked in during the 1st petition effort is still Baton Rouge.
