This stat doesn't tell you what you think it does. It's merely a function of proximity. It has zero to do with the issue addressed in the OP.

The bottom line reality is, a white kid in a black neighborhood is LESS safe than when he's in a white neighborhood but a black kid in a white neighborhood is SAFTER than when he's in a black neighborhood.

Please don't tell me I have to explain this fact to you.
