Their reimbursement is irrelevant to their gender affirming nature. These are surgeries that have been around for a long time. For example, a breast reduction for a chick who’s boobs are so big they are causing back pain is the same CPT code for a transgender who wants her breasts removed. The only difference in breast reduction codes is whether it’s for cancer or not.
