My initial reaction is that this is a result of the shutdown of the health care system during the pandemic and/or delays to care.

Wouldn't a 5% decline in reported cancer deaths -v- the baseline period due to healthcare shutdown/delay in 2020 yield a similar increase over the baseline on the other side of the shutdown/delay?

A (roughly) 30% increase in cancer deaths over the ensuing two year period dwarfs a 5% decline for one year of healthcare system shutdown/delays.
