You're subject to the laws of the jurisdiction which you are in, no different than if visiting a other country.

I get what you’re saying, but it’s a state, nor a country. This would be like arresting someone in California for driving from Arizona to Washington with an AR15 in the trunk, unloaded (legal to do this under federal law).
