Nothing was signed but Gorbachev say cool I’ll just remove our alies from a defense pact? Not likely.

Gorbachev has stated it didn't happen and stated it happened. But nothing was signed and that's the problem with saying it was agreed to because it wasn't. It would have been written down somewhere and signed by someone if it had. It might have been discussed but that's not the same as agreeing to it. People are arguing over supposed conjecture when there were actual signed documents that don't contain the language of non expansion.
