No wonder I heard the police helicopter flying above me about an hour ago for a long time. I live close by

That area of town doesn't get that much violence outside of your regular bar fights so this surprises me.

Did any changes occur in the APD after it was revealed the chief was making officers meet a quota?

A lot of police stations have to meet quotas. If the police expect more money or better equipment from the government, they have to meet the government stipulations that came with the grant. Sometimes, that involves quotas.

Talked to some friends in the APD, there essentially is a "quota" but meeting it isn't a huge deal. My interpretation is that it is more for the lower performing police officers. We were talking about a certain moving violation trap and he said it was common for guys trying to "meet quota" but he said he never cares if he didn't make it and never got in trouble

That sounds about right. I know APD has some sweet wheels and I doubt the citizens of Auburn are paying for all of them.
