How can a player qualify at one school and not another?

Does the SEC have a higher standard?
Asking because Gus said Carlito Gonzalez was heading to JUCO but he ended up landing at Memphis.

SEC doesn't allow partial qualifiers or something.
Memphis will let kids in who qualify late and/or are able to get partial qualifier status to academic RS FR year
