I was in the stadium in June for an event and they were removing sections of bleachers to refurbish/replace.

Cleaning/painting? That section appears to be a different color and does not appear to be shadow.

Yep hey are painting the concrete and replacing bleachers that need it.
ETA: fun fact.. that section is also where the non-football recruits that are invited to come down for a football game sit. Sat there with many friends that were recruited for baseball during the 2010 run. Straight down from that section is the entrance to the field where they get in and out before the game. Pretty cool experience
