Politicians do this, because the voting base is so uneducated and bite on their sound bites.
So yes, understanding procedure is establishment, just more of the same from the GOP and Dems. Procedures are used to accomplish precisely the opposite of their advertised goals, this behavior fails to meet fundamental ethical standards of public service.

Lots of tax and spenders here, I see. You folks do realize that Arkansas routinely falls in the top 10 for taxes in the US right? What do we get for paying the same or more by percentage as Oregon, Illinois, and Massachusetts?
Some of you kill me. All someone has to do is put out a chicken little story about how they are going to have to adopt draconian policies if any cuts get through, and you guys are ready to cede some more of your freedom and money. Hook, line, sinker.
Next time your wife tells you money is tight, try buying cheaper beer, pack your lunch, and put off that vacation, before you trade your car for a bicycle and turn your daughter out.

Procedure is procedure. It's an arbitrary bright line agreed upon to enable things get done

Well, I'm not the one birthing a calf because some government agency has declared they cannot do with less. Does it ever occur to folks that this means that by definition this means that THEY will always be the ones doing with less?
I guess the good thing is, we'll know when it's really important. They will tell us they have to shut down football in Fayetteville if the cuts go through.
