I'd guess so. Ruggs is said to have very good upside (not played football very long) and special intangibles/leadership potential, though. Saban supposedly loves his character.

Harris is a good RB, but he isn't better than Cam Akers.
I watched both of their games tonight and Akers is more explosive.

Meh. You're entitled to your own opinion, but from what I've seen tonight, Akers A.Plays on a better team and B)Would never be averaging 15 ypc behind that line Harris was running behind. You have to keep it in perspective. Harris basically takes it to the house when he gets a crease, so it's tough to really say anybody's more explosive. Also, let's remember that Harris was playing against the most legendary program possibly in the history of HS football. They REAL GOOD in a big boy HS football area.

He dances too much behind the line of scrimmage. It may have just been one game, but he didn't hit the hole with authority last night.
And while De La Salle has been one of the best programs in the country over the last 30 years, this year's team isn't very good. They lost to a team from Utah last week.

Their front 7 is really good. A former coach that I know said that he thought they were one of the most fundamentally sound teams he's ever seen. Harris has never had such a poor stats game before, but I expected that against DLS. They may have dropped one game this year, but it's generally what they do.
