Who gets invited and what order doesn't matter DA. It's how they are evaluated at the camp. Google it damn.

Pretty sure this is a regional thing all over the country. There will be one in New Orleans, Texas, etc. Players show their skills and hope to get an invite to the Opening, which is the one big national camp in Oregon at the Nike facility where they have the Sparq competition, 7 on 7 tournaments, etc.
The Elite 11 is a QB camp and competition. So Franks got an offer to both and just so happens to be the first QB invited to the elite 11. Doesn't mean he's #1 necessarily. Trent Dilfer coaches the Elite 11 camp and said that they normally don't offer Elite 11 QBs this early but felt Franks showed enough already. I'm sure your guy Shea will get the invite eventually.

Fratcannon was invited too, but didn't attend for some reason IIRCC. Kincade was the "MVP" of the Dallas regional.

Definitely doesn't guarantee success at the next level. But, while some not so good QBs in hindsight were invited, some very good ones were as well.

How does it work? I know more than 11 QB's go to the finals but do they eventually select 11 to be the "Elite 11"?

Not 100% clear when the Final 11 are chosen.
Here was the site says "The final Elite 11 Quarterback Campetition is a five-day event featuring the top high school quarterbacks in the nation. The select participants will focus on improving their quarterbacking play both on and off the field. Notable Elite 11 alumni include Drew Brees, Aaron Rodgers, Matthew Stafford, Andrew Luck, Ben Roethlisberger, Teddy Bridgewater and many other NFL starters as well as Heisman Trophy winners Jameis Winston, Tim Tebow, Troy Smith, Matt Leinart, Jason White and Carson Palmer.
High school juniors interested in being considered for the Elite 11 QB Finals will need to workout at one or more of the Nike Football The Opening Regionals. There they will receive advanced, one-on-one quarterback instruction. The quarterbacks for Elite 11 QB Finals will be selected after thorough film evaluation, a telephone interview and an in-person workout evaluation."

Franks headed into the week ranked by the 247Composite as the No. 1 dual-threat quarterback prospect in the country, and a strong showing could put him in contention for both his fifth star and potentially the No. 1 overall quarterback ranking in the class, which currently belongs to Georgia commitment Jacob Eason.
After Monday’s round of action, Franks seems to have lived up to his billing.
247Sports national analyst Barton Simmons pegged Franks as one of the quarterbacks with the best overall tools for success, adding that Franks “remains a strong candidate to become the best NFL prospect out of this group because of his size/speed/arm combination.”
In comparison to Eason, Simmons said Franks looked the part.
"Along with Eason, Feleipe Franks is one of the most physically gifted prospects at the Finals," Simmons said. "We loved what Franks showed us throughout the morning session as well. He's a guy that has one of the best pure arms at the event and he has steadily improved his mechanics and consistency over the past two years to the point that he's as steady as anyone.”
And maybe the best news for LSU fans: he’s solid with his commitment to the Tigers, telling 247Sports that he didn’t plan to look elsewhere, would only use an official visit to Baton Rouge and would be recruiting others to join the 2016 class - which is welcomed news headed into a week where more than 150 of the nation’s best prospects will be together.
Stay tuned to Geaux247 and 247Sports throughout the week as the winner of the Elite 11 is named following Tuesday’s workout, then Franks will quarterback an LSU-heavy Team SuperBad at The Opening beginning on Wednesday.
