Should Chavis Recruiting for A&M have been a Violation?

Since he wasn't under contract in order to avoid paying LSU the buyout they deserve?
It seems like going visit recruits, hosting recruits, etc...should be a violation since he was not an official member of the Aggie staff.

Seems like a legitimate question. If someone isn't technically employed by a University, should they really be allowed to recruit for them?
