Seems they're always in some sort of scandal.
It can't be that hard to stay out of trouble and keep their middle tier status.

I don't know. They also struggle to win 10 games in back to back years. Its so weird.

They've been a cheating school since Pat Dye. He instilled a culture of look the other way and do whatever it takes to win.
