Yes. He said as recently as The Opening that we lead. Asked in a separate interview what player he'd most like to play with (this was before the opening) he tried to get out of it saying he had to keep it on the down low but finally he mumbled real low Kahlil McKenzie.
Days later Kahlil mentioned Gibson as someone he wanted on his team. We are absolutely still recruiting Gibson.

Trying to visit OSU on the 23rd now. We will see if he finally makes a trip.

For all we know there is no red flag or that red flag might be something as simple as a propensity toward shin splints or something like immaturity (which is a part of being a kid and often resolves itself once you get out of HS).
Big schools are not going to back off a kid for small things.

Dooley, IIRC, flat out ignored Vonn Bell and didn't try to recruit him. He actually did this to quite a few prospects. That being said, Butch could've easily negatively recruited in his short time trying to coax Vonn Bell into signing with Tennessee. I'd imagine what hurt the most was that he had been ignored by Dooley for a large period of time, despite being a huge UT fan, and the uncertainty regarding the state of the program. Regardless of how Urban recruited him, it's hard not to justify his decision. I wouldn't be surprised if Urban pulled something similar to his past theatrics like crying in front of a prospect though.

Missing on Vonn Bell still pisses me off to this day. In-state 5* that grew up as a huge VOLS fan only to be pretty much ignored until Butch arrived.

Schools comparing and contrasting themselves is not really negative recruiting in my opinion. This includes comparing depth charts. That is just giving a recruit as much information as possible. I don't see why anybody would have a problem with that unless they are trying to hide something from the recruit. Negative recruiting to me involves things like spreading rumors that a coach is going to leave or a school is being investgated by the NCAA
