So, is this supposed to be for just one season? Because, otherwise, most of it makes no sense. Maybe this was a kid who has only watched one season of football in his life?

If I were to use comic-book rating convention:
S-Rank: Alabama
A-Rank: Clemson, OSU and LSU
B-Rank: Oklahoma, Notre Dame, Georgia
C-Rank: Way too many to count, but includes good G5 teams

Tier 1: Alabama and Clemson

Tier 3: Georgia, Notre Dame, Oklahoma
Tier 4: Oregon and a decent amount of others, still not Boise St.
Beyond that is too much work.

The only argument to putting another team in Tier 1 with them would be Clemson. But there is a gap between the 2.
The question though is if you think the gap between Bama and Clemson is bigger or smaller than the one between Clemson and OSU/LSU.

7-bottom of the list: Everybody else going from the TCUs of the world down to Kent State

I thought about it and wouldn't argue against it.
I ended up going with Tier 1 being multiple playoff championships, T2 being at least 1.
T3 was mostly about actually winning a playoff game, but I included Oklahoma as well based on the number of appearances.
In T4, Oregon had an appearance and even a win, I almost moved them up to T3 but they really do seem to be a step behind on the others a little. I wouldn't have an issue with them @ T3.
On that tier I would probably start adding a lot more teams that got close and/or get close. Probably another 10-15 teams easily. Florida, A&M from the SEC off the top of my head. Wisconsin, Stanford maybe. I dunno, it gets pretty difficult and many teams are pretty close when you get to this point.

Depends on the timeline we are using.
Last ten years: Bama and maybe Clemson and OSU are Tier 1. LSU and Oklahoma are tier 2. Clemson is borderline only because of the last five years or so. But does anyone honestly think they would be what they are if they played in the SEC? Or do you think they'd be more akin to UGA in the SEC? Beat up on a weaker East, then get beat by the West.
Last 20: Bama is the only tier 1. LSU is Tier 2 with Clemson, OSU, and that's probably it. USC and UF have two titles as well, but they don't have sustained success. Oklahoma is borderline tier 2, and probablydoes belong in the tier, but although they have had success, and played in many BCS and playoff games, they always fall short.
LSU is the only team besides Bama with 3 titles in that time frame, and has maintained a consistently good program that most other programs would kill to have. If Bama wasn't in the same conference(much less division), LSU would probably have some more titles, or at least more appearances in the post season. ANd they would definitely have one more without the BS that was 2011. Not to mention, if Saban hadn't taken the Bama job, we'd most likely be talking about LSU's Dynasty right now.
Auburn, UF, and UGA are Tier 3 with the likes of Wisconsin, Penn State, Oregon, FSU, Miami, and Texas. Programs that have history, make a splash every couple of years, but then either fall short each time, or follow it up with big slumps. Auburn being the absolute kings of this Tier.
Tier 4 starts with Michigan and Michigan State.

If it's last 10 years:

Tier 2 is something like LSU, Oklahoma, Georgia and FSU. LSU and FSU have both one the same number of championships and FSU has actually finished in the top 10 4x to LSU's 3. Oklahoma has been to 4 playoffs and has finished in the top 10 7 times. Georgia 6. I'd probably push Oregon and Notre Dame to tier 3 along with Florida.
I'm not getting into the variables to determine tier 3 from the rest.
Boise State has one top 10 finish in the last decade they're tier 3 at BEST.

if just based off last playoff era bama is still so far out ahead its not close.

By the end of the 2021 season, UNC and A&M will be deemed to be solid Tier 2 teams.
