I applied a half a dozen times, and it never showed up. Finally got someone attention on the main board the same way, and the admin added me manually. I was told that the app never showed up.

You can’t be manually added from scratch. Most likely you were buried in the add request list and no one scrolled down far enough to find you. Whoever it was that helped must have found your name in the list of requests when you asked again.
