He didn’t miss it, he dismissed it based on the spirit of the law. It did not happen defending the goal, gave no advantage to Arsenal, didn’t endanger anyone and had no effect on the game whatsoever. The only punishment for that offense is a penalty. He couldn’t give a goal kick to Bayern or some punishment that fits the offense.
Common sense was used, and you can argue if the referee was correct in doing so. There was a write up comparing this to someone being arrested for jay walking on an empty street. If that was the only punishment someone could give, the officer isn’t going to do it.

I mean by rule of law he intentionally touched the ball in the box with his hand, common sense doesn't matter. It should have been a pen and if it was the Prem VAR they would have reviewed it and given it. Would it have been harsh? Yes. You can't say the ref was shite tho because he didn't give the pen on Neur while he doesn't give that.
